Tiny bugs

My mom is having problems with these little tiny bugs that can run and fly. Their wings seem to be kind of transparent and they dive right in the minute food is brought in. In the morning they are the worst - in the kitchen and sink. I thought about drain bugs but I didn't think they went after food. They are pesty and will land on your arm or hand and follow you from room to room. When we kill them sometimes there is blood coming from them. They are not swarming like gnats but there are quite a few of them. Any ideas? Don't want to have to call an exterminator if we don't have to. Thank you.
