Unknown beetle

while on vacation in the Endless Mountains Region
of Northeastern Pennsylvania. Along a creek i found a unusual looking
beetle. It may be common but i have asked many people inluding an
environmental interpreter from DCNR about what it is and no one knows yet, im
hoping you can help me out. the picture is located at:
