help TINY white worms in kitchen

Please help..I got back from two weeks away recently and left a bin bag un-emptied. when I got back the outside of the bin was covered in what looked like white dust. on closer inspection i saw it moved - hundreds of dust sized worms. YUK. I threw the bin out and cleaned up yesterday but they still keep apearing. some of them seem to have crawlen into the ceiling corners and turned a mid brown color. What are they and how can I get rid of them?
