Burrowing Flying Insects

I am trying to identify an insect. It comes out of small mounds in hart dirt areas that are in full sun. About 2 inches long with two inch wingspan, 1/2 inch diameter body. Black with yellow markings. They buzz and look quite menacing. Any ideas. New York area.
