Pool Bugs

Our pool has been invaded by extremely small water bugs. The seem to "hop" acroos the water and are so small the kimmer net will not remove them (they go right through it). They congregate on the sides of the pool, by the hundreds, and we have to brush them off into the water. Out chlorine level and PH are correct. They only seem to be near the surface of the pool. We have a screened-in proch so I don't think they are the result of any large bug larvae. I think they have six legs (3 on each side) and two antenna in the front) Any ideas on what they are and how to get rid of them?
