tiny brownish black insects in kitchen and bathrooms

I started noticing little brownish black bugs by water sources in my apt after my kitchen garbage disposal broke and drain was clogged. It took the landlord a week to get a plumber to come so mold formed in the water and a glass of milk turned sour. This is when the bugs appeared. The little bugs have wings, they seem to be all black except the tummy a which looks like they have tan spots nd have very long back legs. Please help.
