small brown bugs, in flour,

I have a problem with these small brown bugs, they sort of look like a tiny grain of rice, they infested an herbal pack that was left in my upstairs hall, now they are everywhere upstairs. if you squish them they have a stron odor almost like a chemical, like tar anyone have any ideas how to get rid of them and what they are?
