maggot infestation in apartment carpet

We have one unit in a 52 unit complex that keeps having maggots appear in the carpet in
one area. Food is not being left out, there are no animals, or plumbing leaks. Can you
suggest any other source? We can clean them up and they keep coming back. We have
talked to two exterminators but still haven't found a solution. Help!!!!
