I would think from my own experience they are springtails. Try some Orange Guard it is organic and safe around your cats and I think your birds. If that is not working you may need to take the birds and cat out and treat with bifen. Good Luck I would not let them multiply if it was me! They can soon become an infestation that is very difficult to get rid of. Some have even linked this springtail to the new disease they are calling morgellons.
