Strange extreamly small flea like bugs.

Okay. I have no idea what these things are, but they seem to be everywhere. They are so small you would have to pay very close attention and stare closely to see them. They jump like flea's but they aren't. They seem to gather the most in my cats water bowl. They've turned my cats water bowl into there own water park! There were around 50 of them playing in it. If you try to smash them, they jump away. There pretty much infesting everywhere in the house now and I don't know how to get rid of them. I have birds, and a cat so I can't poison the house anywhere without causeing harm to my pets. ( The birds are indoor, all the time. So they couldn't be mites.) Anyone know what these can be? Or where I can find out if I managed to gather some up to bring to a specialist that may know bugs? Thanks for you're time!
