Tiny silverish bugs - millions!! swarm are is @ 2' in diameter.

what are these? looks like someone sprinkled silver dust/powder but as they spread out you can see they are tiny tiny sliverish bugs. they do not jump - just crawl and too small to really see what they look like. plz help identify!
