What kidn of insect is this? Wasp or bee?

Hello,

Would someone know what kind of insect pictured in the link? Is this digging wasp? I am having serious problem with this type of insect and potential a large nest is built underground. I see a lot of small holes in the soil where these insect fly in and out. Any help or suggestion in getting them would be apprecaited. Thank you in advance.
