Get a total release aerosol fogger, set it off in front of the fridge, open the door and get out. Have a towel ready to put under the door after you close it. Go back the next day and ventlate. If anyone is living in any attached units, you should ask them to leave for a few hours. A professional exterminater will be able to do this safely.

: I took over an apartment building that has a refrigerator that was left with food and no power for I would image months. The stench is terrible and it is full of crawling bugs (not roaches). Where do I even start? There is still rotting moldy food inside and I fell like I need a gas mask to even open the box and if I do all of the bugs will go out into the apartment.
