very very small flea like bug

Help! My daughter seems to have flea bites (when she gets up in the morning) but the bug that I have seen is much smaller than any flea I have seen before. It certainly jumps and I have only seen two because they are so small (1 mm, dark brown). My daughter seems to be the only one being bitten and our dog is on an anti-flea medication. What is it?
I have washed all her bedding and the dogs bedding...do you think this will help?
Do springtails bite or do bed bugs jump?
