tiny black bugs in kitchen & on windows...

we have a problem with these strange little bugs in our kitchen and bathroom. they seem to come in along the windows, and when we wipe them down the next morning they are back - 20-30 at a time. and we noticed them in our pantry as well. i just saw some sort of maggot-type larva in the cat's food from being in the pantry that appears to be the youngins of these things. they are slightly bigger than a gnat, but have a hard shell, wings that flap at times but appear to get them no where and they resemble smaller versions of lady bugs in some wierd way. what are they how do i get rid of them?
