bugs in hair

We have small brown bugs that seem to prefer hair, but don't seem to bite. They seem to live on the hair, not on the scalp and will be see near the hairline/nape of neck. They seem to have small wings, but do not fly. Shampoo for head lice does not seem to have an impact.
