I work at the local Extension office in Michian (an a fellow sufferer of these bugs) and they are called Water Boatmen. My CED said they can be deterred if you control the level of chlorine in your pool water, but you can't really use any pesticides in the water. Call your local Extension office for more information. There is a similar water bug that swims on its back (looks similar to the boatmen, but bigger) and it is called a Backswimmer...much nastier. Good luck!
