"White/Back Pepper"-looking Bugs plus Indian Meal Moths

I lifted the lid to my crockpot and found the whole bottom of the pot infested with little "white"ish gray bugs (they sort of look like really thin ground white or balck pepper). After cleaning the crockpot and the counter it was on, they came back again. Now, they are on the same counter and some are crawling onto the stove.

From all descriptions of behavior, they sound like Booklice (or Psocids), but none of the descriptions on the forum (and on Google) look like what I am talking about. What are they and how do I get rid of them?

Also, I think I have Indian Meal Moths! No matter how clean I keep the kitchen and pantry they still keep coming back!

I must be missing something for these bugs to keep coming back. HELP!!!
