Very tiny orange biting bugs on new deck and in pool

We have an huge infestation of very tiny orange bugs with a very painful bite on our new pool deck and in the pool. We have been having alot of rain for the past month and they seem to be worse when its wet outside. Any suggestions as to what they are and what to do about them?
