white larvae-like bugs...what are they??!?

I have recently been finding bugs in my house that look like maggots but apparently aren't.just the other day my mother found one latched onto my dog. she said that it hurt her when my brothers tried to remove it. my mom finally got it off using her crazy nails. She said that the skin around where the bug had been felt like rubber. The bug has a black pointy "head" and the other end is flat and looks like it has tiny prickly things. it is really disgusting and i want to know how to rid my house of these disgusting things. Please Help!
