I can only tell you what the label recommends. If you decide to spray your mattress edges, it's your mattress and your risk. Even if it was/is `legal`, the mechanical problem with spraying any porous material with an emusifiable liquid (permethrin) is that most of it will be absorbed into the material and very little will remain on the surface to affect the bugs. To treat porous materials with liquid, you need microencapsulated, suspended, or wetable powder formulations, all of which are not labeled for use on prolonged human contact surfaces. I think putting your mattress is a tightly sealed plastic mattress bag would be a better way to keep the critters out of the seams and tuffs.
